I think interior mount whatevers (wood blinds, romans, austrian, relaxed roman, etc.) would be your best bet with the sconces placed on the trim like that.

You can either get "butterfly" or "T" cranks, which have a low profile and won't interfere with the shades/blinds. Lowes sells them.
You can have a cutout made at the bottom, if you're having fabric romans made.
You can just stop them above the crank, if the little bit of light coming thru at the bottom doesn't bother you.
If you have a deep enough window, you can have it mounted at the farthest outside spots.

I have the same problem with glare certain times of the year and only for about one or two hours
I have an inside mount silhouette pleated shades that I bring down if we happen to be sitting at the table at that time.
To be honest, I have used them very occasionally but they are sure nice when needed.

You will probably only have to bring them down as far as the tops of the shades on sconces because more than likely it is the high sun coming in the top portion of window only that is the problem.
