You could decoupage, but you would need to use an oil base sealer over it to keep from weathering. There are many tissue paper prints. Perhaps something floral........or maybe a leopard print. ;)

I thought this was about making tubes out of newspaper and decorating with them. :p

linelle, we used to do that when I was a kid...roll up the newspapers and make slits in the end and then you pulled it up from the center to make like a tree!

I suppose you could make a fabric cover that you could velcro onto the thing...should stand up to the weather for a year anyway.

Like deeinOhio asks: Is this owned by the newspaper? If so, I don't think you can cover the receptacles can you? However I have seen mailboxes with those plastic sleeve type mural covers on them. Post Office must not mind.
