roman shades - reaching the top of window treatments

Are there guidelines for roman shades and whether/when they should/shouldn't reach the top of curtains?

found some pictures on Houzz; liked both styles but prefer reaching the top of curtain rod. It seems like the more casual look doesn't reach the top while the dressier look does. Is this accurate?
