Most fedex/kinkos have them.
Look for unprinted business cards if you want blank ones.

A floral supply store will have the ones with printed borders, if no supply store is nearby most florists will sell some to you.

Did you check Michaels? They probably have seating cards in their wedding section you could use. You can get plain white ones or else buy paper in card stock and make your own. You can dress them up with stickers, ink stamps, ribbon, etc. A good stationery store probably carries a line with fancy borders. On Martha Stewart's website there's a bunch of ideas.
