In the past when I have made them I just take the little brass stopper off the ornament, wrap the picture around a pencil to make it small enough to go in the opening, pop it in and use tweezers to position it. Glue the brass cap on and decorate as you like.
Not sure if this is what you mean, but it might get you started.
