i made some from those cosmetic rounds last year...the kind you use to clean your face. you can get a huge package of them for $1, maybe 100 or so in a package.
i saw them somewhere, allfreecrafts.com...maybe?

i used a glue and water mix to stiffen them, then smoothed them out and set them on foil to dry. some i left white, and some i tea stained. the tea stained ones look so much like ice-box cookies! the white ones i used sequins for the faces, and the tea stained ones i used cloves for eyes and mouth, a clove stem for the nose.
i may have photos somewhere, or you can look for them on my blog.found them...
i used a scrap of tulle and lace for the girl, and a baby sock used for a cap for the boy.
