This isn't using a paper bag, but I made them one year using styrofoam cups. You just put them on a cookie sheet and put them in the oven at 350 and watch them closely. They melt down from the top and make a cute wavy rim. You have to snatch them out quickly when they start to melt because they go fast once they start. Then you can make the handle with a chenille stem and decorate the basket with markers or paints. They will hold a little straw and a few jelly beans or speckled malt eggs. Really cute.

Been wanting to try the melted cups for snowman hats, never thought about easter baskets, sounds like a cute idea! Thanks for shareing! oddie

I made them years ago. The making friends flower basket link that Oddie posted was kind of the same idea, only used a lunch bag so the base was square. While searching through the making friends site, found many different Easter ideas. Lots of free directions. They do sell kits, very reasonable I might add, but they have lots of free ideas.
Here is a link that might be useful: Easter ideas
