Bottom pie crust

How do I make sure that the bottom crust of a pie, especially apple pie, will get fully baked? So often it seems like my bottom crust still appears like dough. I don't want to cook the apples first or partially bake the bottom crust before filling. Someone mentioned starting off with high heat but I don't remember exactly what she said. Any suggestions?
