Cafeteria Cookie Recipe - trying to duplicate

DD loved the bar cookies at her high school cafeteria. They were about 1/4" - 1/2 " thick. She said they were baked on parchment paper. Then the cafeteria ladies cut the cookies into squares, including the paper. They served them with a spoon because they had to be scraped off the paper. She describes them as having the consistency of not quite done cookies, but we can't imagine that the cafeteria would have fed the students insufficiently cooked cookies.

How would I need to alter a standard chocolate chip cookie recipe to get the desired consistency?
