Quick question about Annie's Hot Milk Cake recipe

Hi folks, it seems like this is a "famous tried & true" recipe on here, so I am going to make it for my son's birthday this weekend.
The question is: it just says "21/4 cups flour" - it is assumed that it is cake flour, or does this recipe really work well with just all purpose flour?
Second question (if I can sneak it in :)) is does the brown sugar topping kind of taste like caramel? (We can't do the nuts) That is what he wants, and this recipe seems easier than those requiring a candy thermometer. Thanks so much, I will start baking as soon as I know I'm using the correct flour!
