cooking with fennel

Back in my NY garden and the fennel is tittie high, no bulbs. Lovely plant.
Did a search and found some good advice. (link below)

"...While common fennel will produce bulbs, they are generally of inferior quality. The bulbs you buy at the supermarket are usually those of Florence Fennel, which is grown specifically for the bulb..."

I do like the bulbs but wondered what to do with the frills and flowers and stalks.
A recipe linked makes a base of the folded stalks on the grill with a fish fillet on top. Good to know.
Topped some seared scallops last night with the 'frills' where i might normally use chives.

Any other ideas? The stalks are tough. Freeze or dried? (the seed/flower heads with the frills) ...running out of freezer space so we are making a dehydrator for a massive asian pear crop.
