Adding flavoring to bread..Is there a rule of thumb?

Yesterday, I wanted to make bread with some sort of herb seasoning to it. I also wanted it to have a garlic flavor. I added dried herbs to the flour. I think the mixture and amount ended up being fine. My problem is the garlic. While it smelled heavenly as I was preparing the dough and while the bread was baking...I felt it lacked enough garlic flavor when I ate it. I made individual rolls that ended up being about fist-sized. They looked nice, crunchy crust and the texture turned out great. So, overall, it turned out good...except for the underwhelming garlic flavor.

What kind of garlic should I have used (fresh, jarred minced, powdered??) and how much for a 2 lb batch? TIA!
