Dog Question!

I know we have some very knowledgeable pet owners on the CF and I'm hoping for some guidance in tempering aggressive behavior.

My mother has a twelve pound 7 year old male dog who has been neutered. He was adopted around the age of 1 year and he hates other dogs. This wasn't too much of an issue until she moved into a senior living complex which allows pets. Their personnel walk him twice a day and my mother might take him out two more times in the day.

In the apt he's docile and calm, but when he gets in the hallway, lobby or outside on the sidewalk, his nose is pressed to the ground and he pulls hard on the leash. Mom won't really follow through if I hired a trainer, but I'm fearful he will pull her down (again) when he sees one of the other pet residents. Her skin is fragile and she bruises easily when the leash is strained on her arm and hand.

Short of paying the staff to walk him multiple times, which is hardly convenient for them, I'm not sure what else to do.
