Dog Containment (or Nightmare #2)

Background: Warning, this was a nightmare and may be upsetting to some. Our 20 -something DS walked to the back of our property (totally fenced with chain link) with his small mixed-breed dog, Duke. At first he didn't notice the presence of the other dogs. They gave no warning; didn't growl. Then they rushed and attacked his dog. He managed to keep Duke under his legs while yelling for help and kicking out at the dogs who continued to attack as a pack, two in front and the third from behind. While DS worked his way down the hill, a distance of about 250 feet, the dogs continued to attack, grabbing Duke's paws and trying to pull him away, grabbing the nape of his neck, etc. DS finally reached the door of an out-building and was able to pull Duke to safety. Duke later required stitches and an overnight stay at the vet's but has completely recovered. thank Dog. These dogs, adult boxers, have learned to climb the chain link fence. They also have collars for the electronic fence.

The homeowner, our neighbor with whom we have always been on good terms, basically blew off our concerns, said the electric fence was down and he would see that it was repaired and that would solve the problem. He became more and more defensive during the conversation, said the dogs were not a problem, and that was the last we have talked to our neighbors. Note: we have had two power outages since that day, about 8 days ago.

Some of you may remember Nightmare #1, our experience with Voldemort being attacked and almost killed by these same dogs. In that case, Voldemort had wandered into their yard through a gap in the fence.

My question is about how to ensure that these dogs cannot leave their yard, a fence that they cannot climb or other (legal) solutions that you could recommend so that we can again enjoy the use of our own property. Thanks in advance.
