Does anyone know what this spoon is used for? Is it a sugar shell?

Thanks, I was sure it was a sugar shell, but someone else thought not.

Yep, but a sugar "shell" is shaped like the one in the have a sugar shovel...or simply a sugar spoon...'s for sugar!!
