Can't install downloaded programs

I'm trying to update my daughter's Windows 7 laptop. I've downloaded the latest versions of ccleaner and firefox. But I can't open them. Usually I doubleclick the downloaded file - and it installs itself. But that's not working.

When I double click, it asks if I want to open - when I select open, it asks with what program. By default, it is suggesting windows media player. I know that's not right. But when I browse programs, I don't see anything that might work. What type of program would I need to open a downloaded file?

I am not getting the option to run. Only to open - or save. And both of those lead to this dead end.

I've updated files on this computer - and my very similar work laptop (Dell 14r - windows 7) and never encountered this before. I've also had no trouble downloading and installing new programs on my xp computers.
