can't create gmail- keeps saying 'age limit'

Having a crappy night...
Need to create an email with Gmail. EVERY time I go through the filling out of info it won't create an email because 'we cannot create an account because of age limit'.
Geez- I am well within the age limit- I can dial 'zero' for the operator and I still have all my teeth. So I am old enough to read but not a dinosauer yet... Why am I having trouble?
I have another account with Gmail, but need to create one for myself and another person so we can both get online to watch the security camera.
What goes?

Age limit for a google account is age 13 in most countries. What did you enter for a birth date?

FYI, I simply googled 'Age limit for gmail' to get that information. Believe me, a good search engine is your friend and a fabulous way to find answers.
