Understanding someone elses file system

I recently started a new job. They use Win 7 and office 2010 products.

I am trying to figure out how the previous chose how to store documents. Many of the important documents such as quotes and bids our in folders saved under the Desktop (such as c:\user\ssmith\desktop\quotes\...) Why? Why not under Documents?

She accessed them from her actual desktop -- but that doesn't mean they have to be stored in the Desktop folder does it? Or is Desktop not really a folder?

I am confused!
