Move your mouse cursor near to the bottom of the page screen boundary in the center and the "new improved" print selection will appear.

Nothing happens on my computer when I do that.

Load the page in your browser. File/Print.. or Gear/Print.. depends on browser year, make & model.

says 44 pages here printable in win7 ie9 with adobe 10.1.3 plugin link helper ...which is the normal standard free current adobe reader version install.

I couldn't print it either. Windows XP. I tried drag-n-drop to both PDF Viewer and Foxit Reader and the print functions were greyed out. I opened the downloaded file and took a screen shot and pasted that into Word Pad and it woulda printed. Had to scrunch the page a bit to size it for printing.

If you click on "Properties" on the top left of the PDF document, then "Security", it says "Printing Not Allowed".
Plus lots of other things not allowed...

Looks like a work product that's right-protected making it a read-only file.

Unfortunately, given the security features of that document, the only thing I can suggest if you want to print it is to do a page-by-page screen grab, and then print each page separately. Depending on your Operating System, you may have the Windows "Snipping Tool" available in your Accessories.

Alternatively, I guess you could contact the State and ask them to send you a hard copy of the document since they prevent printing it.

The State agency sells those- for BIG money. I was hoping to retain some of those funds to be used at my discretion, if you know what I mean.
No doubt it can be printed. But I do not yet know how to do so.

I don't think there is a way to print it as a single document given how it's locked. And, if the State is selling those for big money, it's obvious that they want to keep it that way and not allow you to print it out. If you do it as a series of screen captures of individual pages, and print them out one-by-one, you could do it, but it might take an hour.

some of the screen capture programs allow scrolling.. maybe start searching or someone here maybe recommend a free one

This may be easier and faster than printing screen captures.

I use a program called "calibre", to convert e-book files of one type to another, say a Kindle file type to a Nook file type. Calibre is a free progam. If I download an e-book that is in PDF format I need to convert to an EPUB file that my Nook requires. It has a dozen or more file types that you can choose from.

So I downloaded the NC fuel file and converted it to a RTF file using the "calibre" program. The new file was printable and could be edited but the tables were screwed up.

On a lark, I converted the NC fuel PDF file to another pdf file. Lo and behold the new pdf file was printable and all the safe guards were gone.

Brilliant solution. I use Calibre for my ebooks and love it, but never thought about using it for something like this. Congrats on the insight. I'm sure this will come in handy for a number of us in the future.
