Task bar won't move

Windows 98 taskbar will not move. Taskbar is unlocked, Autohide is unchecked. Also menu controls for right half of screen have no effect. Screen is stretched probably as wide as it can go. Has hourglass shape at right side of screen. Left right control works, Up down control works. These controls are all menu driven from the monitor.
Computer is"LGIA" purchased at K Mart. Would it be possible to swap monitor with a different monitor that has mechanical controls on it? |
