Question about templates

I need some help understanding how you can import a template to use such as a seed packet, and put your own designs on it. I would like to use a seed packet to hold different items for gag gift type things. I want to put my own designs on the front and back. Thanks for any help you can give.

| I open the template in my PictureIt program and then put whatever designs I can come up with on it. What graphics program do you use? |
