The best cleaner I've found for plastic is Lestoil right out of the bottle. I used it to clean my plastic outside chairs that had sat outside for 3 summers and did they come clean. I also used it on my bath seat before I put it away.

First try the cleaner you use; it may work too. Pour some out of the bottle, on the seat and use a scrub brush and work in a circular motion. then dip a cloth in the full strength cleaner on the seat and wipe the legs. Turn the shower on and rinse. I'll bet it comes clean as a whistle.

I've used the Mr. Clean Magic erasers with success on textured surfaces.

We use a power washer on our plastic patio furniture, it comes out pretty clean, so this might work.

Thanks everyone for your suggestions. I found a can of "Goof Off" in my cleaning supplies. I wiped the metal legs and arms and the scum came right off. Only bad thing is that it is very fumy so should really be using it outdoors. I sprayed the Lysol foam cleanser on the bench and it worked pretty good.
