dark grout has white coating

I have ceramic tile floors in my baths. Both have dark-colored grout. In both rooms, the grout along the perimeter of the room has a white coating on it that I can't get off. I have tried vinegar, thinking it was some kind of hard water buildup somehow. I have soaked it, them scrubbed with a brush and I get nowhere. It almost looks like a buildup of powder, though I know that isn't what it is. I was going to try Lime-A-Way, but I believe that can't be used on colored grout. Any suggestions? Thanks.
