How to clean syrup off a lazy susan :(

My mom has just moved into a new apt. and apparently they have never cleaned their lazy susan UGH Besides crumbs there is syrup or something in there that has been there forever. Plus, that oil that accumulates under old expired canned items !

This syrup type stuff is a huge mess.. Plus the fact it is off balance. You have to lift the tray to turn it around.

Any suggestions?

I think GOO-Begone would help. Help clean a apartment. Guy was a slob.After Landlady lady said she wanted cleaning deposit ask if she had checked it out. And Hope She didn't give his $$$ back. Went through lot of Ammonia and elbow grease. Used bleach in frig-it was Nasty.
