polymer clay in snow globes?

I want to make snowglobes using jars and I want to add polymer clay somehow to the top of the jar to keep it from looking so ...flat! :-D Maybe a matching scene on top, or just something swirly like a finial.

I'd like to also use clay to make the object inside. Would that work? I thought I'd use glycerine in the water and wondered if that would be bad with baked clay. Would it help if the clay were sealed first? Also, does it need to be distilled water? (We rec'd a snowglobe as a gift once and the water looks ookey now; not sure why...)

I'd like to know what y'all think. Thx!
