I thought these were really cute, and easy to make it looks like. Here's the directions...
use glue dots to stick construction-paper eyes and mouths onto white tissue-paper bells, then drape them with cheesecloth.

What cute little ghosts. I bet you could use clear fishing line to hang them around too. I' have to try to find me some white bells I think all I have are silver or gold colored, but then of course, I could always spray paint them white couldn't I?

They are sooo cute! I don't have white bells, but I think a local variety store does.
