ratings of older cars

I am in the market for an older car or SUV for my teenager. What is the best site to review cars and reliability/safety issues for cars that were made in 1999 or 2000? Are these reviews based on opinions of the car shortly after it was purchased or after someone has had the car for 5 or more years?

Consumer's Reports publishes a book yearly rating autos for about the last 5 years or more. Arguably, Consumers Reports are not total experts, but their auto rating guide is helpful. I believe that the data for the trouble spot ratings comes from subscribers who answers their survey, so you'll be getting the opinion only of those who answered the survey, but this is probably as good as any other source. These ratings are pretty good at identifying likely trouble areas.

Another source is used price guides such as Edmunds. Some of these will mention trouble spots. Price guides are available where magazines are sold.

The third and fourth sources are the library and the internet.
