Rust on roof of hood of vehicle

We have a Ford "sport" (small van, I forget its exact name), and the roof has spots of rust. The vehicle stays outside, and is about 6 years old. We live in Tulsa, OK where we have hail and heat.

I don't want to file a claim because even if it is paid, the next claim that may be our fault could really incrase our payments to the insurance company.

My husband is trying to fix the rust spots with Rustoleum Rust Reformer. Once that works, he intend to paint the areas. We don't really care about the paint matching (green), but want to prevent further damage that would require the cost of a specialist.

I did not find help in the "search" section. Could anyone here tell me exactly what we should do to repair these spots?

You might want to look very carefully at the rust spots.
Are they bubling up and out ? Is the paint lifting just behond the rust spot in a circle ? If it is the rust is coming from the inside out. You won't fix it. It will just be a temporary cover up.
