car overheating, radiator full, no bad hoses

My 1996 4 cyl Honda Odyssey has developed an odd, occasional overheating problem, and it only seems to happen in long idle times in traffic jams on warm days. Now that doesn't sound so unusual, except there is plenty of water in the radiator

and the cooling fans seem to kick in when things heat up, at least when testing later. Noticed some dried splatter under the hood at the back of the engine, but not where the radiator hoses are.

No "steam" indicating a broken hose. Any ideas? Have managed to pull the car over and drive it on freeway frontage roads to cool it before the needle in the temp gage hit the "red". It seems to happen quickly once the gage goes past the half way mark.
