Visibility of vehicle VIN (veh id number)

For a number of years cars have been made so that it is possible to look through the lower windshield on the driver side and see a barcode and written Vehicle Identification Number (VIN). I think it is required by law.

A new vehicle I just purchased, the dealer does the state inspection, so the vehicle has not been seen by the inspection station, has a piece of weather stripping or the like that stiks out into the view area of the VIN, blocking sight of the last two digits. I think on can still read the VIN using a barcode reader, but I know the inspection station guy does an eye check when I get my vehicle inspected.

It is my view that this problem must be fixed, or the vehicle doesn't meet state legal requirements. I can check with the division of motor vehicles. Yes I know the VIN is also on a sticker inside the glovebox.

Any views?
