1990 Ford F150 ignition sticking

I have a 1990 Ford F150 pickup that suddenly started having a problem with the ignition switch. When you put the key in and turn it, the switch feels like there is some resistance, and then it doesn't go back to it's original position when you release it, almost like it's gummed up with something.

It only gets used for dump runs and garden chores. Last time it was used was a couple of weeks ago. When my husband tried to start it Sat. the battery was dead, so we took it out and charged it. When he went to put it back in the car, as soon as he went to hook up the cables, it started turning over. He left the cable off for now while we figure out what's going on. It must have been drawing enough to drain the battery without it being obvious when it was put away last.

Any ideas? I don't want to put a lot of money into it.
