definition of 'dot', as in 'genuine honda dot 3 brake fluid.

Ok, how about what "DOT" means, as in Genuine Honda DOT 3 (or DOT 4) break fluid? Anyone know what that stands for? One possiblity I found was "Department of Transportation" but that doesn't totally seem right. Any help would be great. (I guess this is what I get for actually r-e-a-d-ing my car manual.)

Department of Transportation.
The number references a max operating temperature.

That's all I know about it.
