California Beemer-Need Advice

My daughter's old BMW doesn't run and will be too expensive to fix. A friend wants to buy it, rip out the engine and restore the car. According to the California DMV the car must be smogged before it can be sold but, it's a catch 22 because in order for it to pass the smog test it must be repaired. There must be some exemption from the smog test if the car doesn't run.

You do have a Catch 22. Can you junk the car (remove it from service and de-license it), then sell the parts? Say, sell the engine and transmsision as a unit for one sale, and the remains as a separate sale? The buyer then has the responsibility for passing the smog test on whatever he builds when it comes to licensing for road use.

I'd email DMV or go to one. They could tell you and would give you the proper form(s). You might be able to register it as Non-Op, sell it as Non-Op which would put the new owner on the hook for it. I went to dmv.ca.gov and typed "buy" into search and got this among other things:

Palo Alto -- You can ask around, but I think you may find that the once-blooming Northern European Roses are not well-suited to your area. I say this, because even for Sacramento and San Jose, they're not ideal. Do visit the San Jose Heritage Rose Garden! Yes, we are on a well which was the only "improvement" on the 10 acres when we bought it over 10 years ago. We bought it then as a buffer for another 10 acre property we already owned and more recently decided to build the straw bale house on it,, a dream for a long time. There are restrictions in this area for habitat protection but if you are looking at + 5 acre parcels I would think you could accommodate those protections and still find buildable areas for the size home you want. You will need to keep in mind the required clearances around your home for fire protection, a serious concern for this area. We love that we are rural but an hour to downtown San Diego, for beaches, and all that the city has to offer. I hope to post our home progress this weekend and will be happy to try to answer any questions I can for you. Best of luck!

i would try moving some part of them ... i would probably do it in the evening of a rainy day .. so they have overnight to recover a bit.. even better if you were to have a few cool days in the forecast ... and i would leave some untouched ... in case its a epic fail ... they are about the right size to transplant .. too bad it isnt a few weeks earlier in regard to heat ... if you do.. they will be stressed.. and fert is not a response to such.. so i would give them at least a few weeks to settle in.. before i might give them a LITTLE ... and i would make a note to remember to scatter the seeds next time.. ken

Manufactured homes in California, advice?

A HUD inspector is irrelevant for anything at all about modulars. S/he has nothing to do with any kind of housing construction except for mobile homes, of which manufactured is a type. The HUD regs are irrelevant to other types of housing, i.e. those that use stick or modular methods. For instance, mobile/manufactured homes require tie downs, etc. (I was involved in writing the HUD mobile home regs.), other homes not, because why would they need to? I'm not sure how it impacts the situation if you have to meet 2 entirely different sets of regulations, as you've explained. Are you sure we're talking the same kind of modular? They put netZero 100% solar modular homes in New York City, for gosh sake, for substantially less than you've quoted as cost.

It's funny. I had a 1600 BIMMER a long time ago. Any true BMW owner cringes at the word BEEMER. That's so Yuppie. When I owned it, the car was a BIMMER and the bike was the BEEMER. But in the early 80s along came the 318i and the Yuppies all had to have one and they bastardized the monicker.
BMW wasn't the only monicker ruined. Mercedes became "Mercy B" when all the wannabes bought the "Baby Benz".
