Box SIlls

Is it normal practice to cover up box sills with only rigid foam? Our builder has covered the openings at the end of our floor joists with rigid foam and no wood, seemed weird to me, so I just wanted to know if anyone one elses box sills are done this way?

Is there no perimeter/rim joist? That is normally required by good practice and building codes.
