Installing radiant heating in the rain

I posted this over on the HVAC forum but realize it's probably more appropriate here.

Hi, I'm new to this forum but have been active on others over the past several years (on my second remodel/build).
We're installing radiant heating on existing concrete slab subfloor by laying membrane over the existing slab, insulation on top of that, pipes attached to the insulation and finished with a thin layer of gypcrete over the top. Finish floor will be tile.

After months of drought, the heavens opened and I found them laying the membrane on the wet concrete subfloor (roof is being finished this week of course after baking in the sun for 3+ months). Some areas of concrete are puddling an inch deep.

Contractor said that radiant floor guy says the wet conditions are fine as concrete is full of water anyway. They'll just avoid the puddles until they're dried out a bit.

Any thoughts? Should I be worried? (Cause I'm pretty stunned they're pushing ahead with it)
