New Construction Glass Block Window Question?

We noticed the other day that our builder only cut the foundation concrete 8x33 for our glass block windows that are supposed to be 16x32. When we asked him what happened, he informed us that they were going to cut the other 8 inches out of the header above the window and put a strip of metal across it. the entire 2 story house is already framed and we are very sceptical that he is supposed to be cutting into the header. He said it is standard practice and perfectly safe...We're doubtful. Thoughts?
