Nothing to be "fixed"!

It's through-wall flashing and is required by Code. See first three minutes of this video for an explanation. And for a demonstration of why not seeing it may be a sign of poor building technique.

The industry standard and most Codes require a 1/4" projection. Others allow it to be cut back provided it is in a bed of mortar.

The fact that the builder will cut it off after inspection indicates it is required to extend past the brick face in your jurisdiction. IOW, it's there for a reason.

As a builder, I'm often questioned about this. Especially as all the brick homes built in my area, even into the 1960s, were double brick or brick and block with no flashings. So buyers can't understand why they are seeing this "ugly" plastic sticking out of their walls. Copper flashings look more elegant, but the cost is prohibitive.

It prevents "rising damp" and gives the weep holes a place to emit moisture above grade.
