I'd put it on the left side near the bedroom or the right side behind the garage.

How is your lot sloped? Is there a drain in the basement? Those things can leak, so ideally put it in a spot where the land sloped down from it and there is a drain in the basement near it.

The land actually slopes slightly down from the right so i may just end up putting it behind that garage area.

Out of curiosity, was the "bump out on the right" you originally referred to the garage, or the small Breakfast Nook/Window Seat thing in the back?

Anyway, I think the bulkhead should be low enough you probably won't see it from kitchen windows regardless. I know my parent's bulkheads are below windows.
