All the code requires is that the bottom of the window opening be no greater than 44" from the floor. If it is possible to step on the bed and then climb through the window without any vertical rise being greater than 44", IMO you have met the code requirement.

Such a window does not serve as the required fire egress from the room even though that term is often used to describe it. Egress from rooms in a house must be through doors, halls and stairways. The window in question is an "emergency escape and rescue opening" where the primary concern is that the step-over height not be too high for a small person to use. I have provided a step to achieve this many times and if the bed is not difficult to climb onto it should be acceptable but if the bed is removable, the step-over height without it must be less than 44" so I would recommend designing it that way.

The condition should be properly drawn for the building official to review whether that is at the time of submission of the application or prior it.
