Fireplace gas line change?

For some reason, our builder had the gas line installed for a raised fireplace mantel. We don't want a raised hearth as we want it flush with the floor. They are saying they can't change it back. Is this correct? This was definitely not something run by us, so now I'm wondering how it can be fixed.

Anything can be changed for a price. What does the hearth look like on the plans?

I recently went through the debate of moving the gas line, and I decided the improper location wasn't completely my builder's fault, and I didn't want to pay to move it. So, I am going to adapt to where it is currently located. I bought a cover for the shutoff valve, so it will be hidden unless being used.
