Can you get SDL windows with only bottom screens?

We are splurging on the SDL windows, but our contract says full screens included. Anderson 400's. Our builder doesn't think Anderson 400's come with half screens (bottom screen only). It just seems weird to spend all that money on SDL windows to get that exterior detail and then cover them with screens. I never open the top windows anyway. Does anyone know about Anderson 400 screens or anyone who does 1/2 screens in a SDL window? Going to call Anderson myself tomorrow, but wanted to see if anyone has run into this.

Yes, Andersen makes a half screen for the 400 double hung.
