Duplicating an A. J. Downing Italian Villa style in 2 phases

I've had a house plan I have worked on for quite some time - but the bottom line is, at 3500 sq x $150.00 or more psf it's just too big & costly - and cannot be split in 2 phases.

So I'm exploring the idea of a plan that could be done in 2 phases - keeping the 1st phase right around 2,000 sq ft. Maybe I'd never get to the 2nd phase but the possibility would be available in the future.

The trick is to have the first phase functional enough to live in and be easily adapted for the 2nd phase.

My thoughts are to develop the left dormer and the tower first, leaving the right dormer for future. This would be built on a bluff in the California foothills with a 360 degree view.

Any ideas or help to develop this would be greatly appreciated.
