Heres a pic of the same house in another development with the shutters.

Your windows appear to be spaced differently than those of the neighbor house. And, their's aren't even (yours appear to be).

Do you NEED shutters?

I'd probably skip them, myself. I don't like the look of the left set of shutters where they "coat" the entire area between the 2 windows.

We definitely dont need them. Its the same house plan except for a few modifications that shouldn't effect the upper windows.

At the outside corners you would also have the issues with the left most shutter hitting the roofline adjacent, and shutters open over the gutters.

With functional shutters they are installed however they need to be, which is not always the most esthetic for a new build

No, shutters wouldn't work very well on this house. They don't work well on the other house either.
