foundation footer sunk

I've got a new contractor building a garage and when he dug for foundation, a cistern was discovered and removed right at the footer wall. He poured and the ground must have been wet still, as it sunk in an area, maybe 3-4" deep by 5' long. His solution is to span the gap with a transit of two 6' concrete lentils, with mortar underneath and then add block onto that.

I'm worried this is a weak point. Is there a better solution to solve this without actually restarting the footer?
