Look into aerobic treatment systems. Similar to a conventional septic where the sewage goes into a buried tank that needs to be pumped every so often, but the effluent goes into another chamber, is treated with bleach and is pumped out through sprinkler heads onto the surface of the land. Failed perc test or not, aerobic systems can be designed for a wide variety of soil conditions. In our area, waste systems have to be professionally designed and the county requires regular inspections with yearly professional service agreements filed with the county.

We have an aerobic system and it works well in southern climates. Not sure how well it would work in a colder area where it freezes regularly.

So it depends on where you are. Maybe a mound system would be an option if aerobic doesn't fit the bill.
