Wallpaper ripped out prematurely

Hi all,

I'm looking for some advice. My flat has just got new wallpaper done by a builder. Unfortunately I accidentally ripped out parts of it when the air conditioner cover was removed which was stuck on using duct tapes, as attached.

As depicted, the bricks are now clearly visible after the tear. Is this supposed to be normal? Isn't there supposed to be a layer of cement between the wallpaper and brick? The white stuff looks like some kind of adhesive rather than cement. I'm just concerned that the builder went thin on the cement or whatever it is that should have been applied on the bricks. Does it look like that the builder had done a shabby job or does it look normal?

Any advice will be much appreciated!
