Can you put a septic tank in during the winter months?

We broke ground on August 21st of 2013. Builder originally said 90-120 daysto build but wwe'll be entering 6months at Feb. Not sure whys its going slow but I figured its because his business picked up and he's doing more houses now. He mentioned he can't put in septic tank when the ground is wet. Since it snows here until end of March..I don't see a time before then when the ground would be dry enough. Won't that make our timeframe 8-9months to build? Or is it possible to put septic tank in during winter months? Thanks
