Ceramic curling iron vs gold vs steam

I am clueless, don't know what to get and I've spent hours looking online.

I have fine hair strands that are wavy frizzy.

I would like to be able to have nice curls. I'm looking at differnt irons and don't know what would work best and cause the least damage.

Gold, ceramic, or steam?

I was looking at a 1" to make curls and a 1.5 inch or 1.25 inch to curl under the ends when I straigten it.

I recommend The Karmin Salon Pro Clipless Curling Iron, it works pretty good i can make beautiful, long lasting curls, and its less damaging than others. I love it!!
