I don't know what brand this is. I see a couple of options at Architonic below but not an exact match for what you have posted. My first guess was Zuchetti but don't see an exact match for them.

I don't know either, but I have to say that the open-end toilet paper holder I put in my newly remodeled bathroom is my VERY favorite feature! LOL. It's just a simple Moen holder, but it sure gives me a real surge of joy when I need to take off the empty roll and pop on a new one. Simple!

And I know it's not that hard to change the roll on the regular style of holder, but for some reason it really bugged me. Maybe because it took 2 hands. :)

I found one similar at Lowe's. It's not an open hook shape but the post pivots and you just pivot it up and put a new roll of paper on then pivot it back down. Cheapest thing in the room and it's awesome.
