Shower door sweep

I'm trying to replace my shower door sweep and am stuck. I removed the 3 screws holding the drip rail (2 of the holes are seen in the picture), but the rail won't budge. Am I missing something here?
I'm concerned that whoever installed it maybe applied some kind of caulk or glue in there. I'd appreciate any and all suggestions.
